EU Removes Mandatory Rabies Titer Test
for Montenegro and Serbia (Regulation EU 2026/1169)

A major improvement for pet travel, relocation, and adoption
into the European Union

The European Union has officially updated its animal health entry requirements under Commission Implementing Regulation (EU) 2026/1169, removing Serbia and Montenegro from the list of countries requiring a mandatory rabies antibody (titer/FAVN) test for dogs, cats, and ferrets entering the EU.

The change becomes applicable on June 19, 2026.

While this is a regulatory update in legal terms, its real-world impact is much broader:
It significantly simplifies pet travel, relocation, and - importantly - international adoption into the European Union.

For pets entering the EU from Serbia and Montenegro:
  • Rabies antibody titer test (FAVN) – no longer required
  • 90-day waiting period after blood sampling – removed
  • Rabies vaccination – still mandatory
  • 21-day waiting period after vaccination – still applies

Background
The titer test requirement was previously applied to ensure compliance with EU animal health standards for rabies control.

  • €120-180 per pet for titer testing
  • Up to 90 days of waiting time
  • Additional administrative burden

Following updated assessments and regulatory review processes, Serbia and Montenegro have been reclassified under EU entry conditions that no longer require rabies antibody titration testing for eligible animals.

  • 1 June 2026 – Regulation adopted by the European Commission
  • 12 June 2026 – Published in the Official Journal of the European Union
  • 19 June 2026 – Entry into force on June 19 (7 days after publication)

  • Rabies vaccination remains mandatory
  • 21-day post-vaccination waiting period still applies
